§ 12-3. Meetings, officers of board.

The president of the police jury shall call a meeting of the said members of the board of control of the public library to be held in the police jury room at the courthouse in Monroe, Louisiana, within ten (10) days from date hereof, when said board of control will organize and shall meet annually thereafter, at which said meeting they shall elect one member thereof president, another vice-president, another secretary, and another treasurer, who [whose] duties shall be those customarily exercised by such officers; provided, however, that the head librarian may be appointed or elected secretary of the board of control.
