§ 12-4. General powers, duties of board.

The board of control shall have power and authority to establish rules and regulations for its own government and that of the library not inconsistent with law, with full authority to elect and employ a librarian, and, upon her recommendation and approval, assistant librarians and other employees, and to fix their salaries and compensation, provided that they shall not contract for a longer period than four (4) years, nor with any person as head librarian who has not been certified by the state board of library examiners.
