§ 12-5. Payment of expenses.

The expenses or costs of maintenance of said public library, including the salaries of librarian and assistants and other employees, and other incidental expenses, shall be paid monthly by the police jury of Ouachita Parish, Louisiana, upon the approval of such expenses by the board of control, out of funds specially budgeted from the general fund for library purposes, or, in default thereof, out of special taxes voted, levied and collected by the police jury for the library's support and maintenance; provided that the board of control shall not incur any debt for any purpose whatsoever until sufficient funds have been specially budgeted from the general fund to pay the same, or the proceeds from the special tax voted and levied for the maintenance of said library, have been collected, or a sufficient amount thereof to pay said debt in full.
