§ 14-2. Parking outside municipalities generally.

  • (a)

    Regulated. The following regulations concerning the stopping, standing and/or parking of vehicles of whatever kind or description on all public parish roads, outside of incorporated municipalities, are hereby adopted:

    (1)

    Upon any highway outside a business or residential district no person shall stop, park or leave standing any vehicle, whether attended or unattended, upon the paved or main traveled part of the said highway or road when it is practicable to stop, park or so leave such vehicle off such portion of said highway or road, but in every event an unobstructed width of the highway opposite a standing vehicle shall be left for the free passage of other vehicles and a clear view of such stopped vehicle shall be available from a distance of two hundred (200) feet in each direction upon such highway or road.

    The parish police jury and/or the parish highway department may place signs prohibiting or restricting the stopping, standing or parking of vehicles on any highway or road where in its opinion such stopping, standing or parking is dangerous to those using the highway or road, or where such would unduly interfere with the free movement of traffic thereon. Such signs shall be official signs, and no person shall stop, stand or park any vehicle in violation of the restriction stated on such signs.

    (3)

    Except as otherwise provided in this section or any other applicable ordinances of this parish, every vehicle standing, stopped or parked on a highway or road where there are adjacent curbs shall be so standing or parked with the right-hand wheels of such vehicle parallel to and within eighteen (18) inches of the right-hand curb.

    (4)

    The provisions of these rules shall not apply to the driver of any vehicle which is or becomes so disabled while on the main traveled portion of a highway or road so that it is impossible to avoid stopping and temporarily leaving the vehicle in that position. However, the driver of such disabled vehicle shall remove the vehicle as soon as possible and until it is moved it is his responsibility to protect traffic. The driver of any such disabled vehicle left standing, stopped or parked, whether attended or unattended, on any highway or road, between sunset and sunrise, shall display appropriate signal lights thereon, sufficient to warn approaching traffic of its presence.

    (b)

    Penalty. Upon conviction of any person for violation of any of the above listed regulations, such person shall be fined not more than one hundred dollars ($100.00) or imprisoned not more than thirty (30) day, or both.
