§ 19½-3. Interpretation, validity and effective date.
(1)
In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the promotion of the public health, safety and general welfare. Whenever the provisions of this chapter require higher standards than are required in any other applicable statute, ordinance or regulation, the provisions of this chapter shall govern; whenever other applicable statutes, ordinances or regulations require higher standards than the provisions of this chapter, such other applicable statutes, ordinances or regulations shall govern.

The requirements and provisions of this chapter are severable, and, should any section or part thereof be declared by any court of competent jurisdiction to be unconstitutional or invalid, the decision of the court shall not affect the validity of the regulations as a whole or any section or part thereof other than the section or part so declared to be unconstitutional or invalid.
(3)
These regulations shall become effective from and after the date of approval and final adoption by the Ouachita Parish Police Jury. Henceforth, any other regulations pertaining to this matter previously adopted by the Ouachita Parish Police Jury shall be deemed to be repealed. These regulations shall in no way affect any development having received approval prior to the effective date, or, for which construction has commenced with the value of completed work in excess of twenty-five (25) per cent of the total construction cost, prior to the effective date; provided, however, that no changes to the development plans, as approved or initiated, are instituted by the developer.
