§ 1-60. Vacancies: Identification, announcement and application.
(a)
Supervisors shall notify the personnel director, in writing, when vacancies occur or are imminent by using personnel requisition forms provided by the personnel department. Positions shall be filled by people promoted from within police jury agencies, whenever possible. If no one is properly qualified for advancement, the job will be filled by hiring outside applicants.
(b)
The personnel director shall publicly announce, by appropriate means, all vacancies to be filled in the parish service and shall maintain a list of announced vacancies for public inspection.
(c)
Each announcement, insofar as practicable, shall specify the title, salary and nature of the job; the type of selection procedure to be used; and the deadline for and method of application. Each announcement shall contain a statement affirming parish commitment to a policy of equal employment opportunity.
(d)
An application must be properly completed and submitted to the personnel department before the applicant will be considered for employment.
(e)
All parish vacancy announcements must be posted on all parish department bulletin boards for three (3) days prior to being publicly announced. An exception may be made, at the discretion of the personnel director and the requisitioning department head, in an emergency situation. The department head must submit to the personnel department a statement in writing, on the job requisition form, that there are no present employees qualified to fill the vacancy. However, present employees will continue to have the opportunity of applying for the position.
