§ 20-96. Generally.

(a)

Established. There is hereby created a recreation district named and designated as East Ouachita Recreation District No. 1.

(b)

Boundaries. The territorial boundary of the recreation district aforesaid is and shall be as follows, to wit: All of Wards 1 and 2 and that part of Ward 10 outside the city limits of Monroe.

(c)

Public corporation. The aforesaid East Ouachita Recreation District No. 1 as herein created shall constitute a body corporate and political subdivision of the State of Louisiana and as such shall have all of the rights, powers and privileges granted and conferred by the Constitution and laws of the State of Louisiana.

(d)

Domicile. The domicile of this recreation district is hereby designated as 412 Stevenson Drive, Monroe, Louisiana, which is located within the district aforesaid.

(e)

Board of commissioners. The board of commissioners of this recreation district shall meet and organize itself as soon after the adoption hereof as is practical.

(f)

Terms of commissioners. The recreation district aforesaid shall be governed by a board of commissioners composed of five (5) qualified voters and residents of the district. The five (5) commissioners initially appointed are hereby appointed for terms of one, two (2), three (3), four (4), and five (5) years respectively, and they shall serve until their successors shall have been appointed and qualified. All commissioners thereafter appointed at the expiration of such respective terms shall be appointed by the police jury for terms of five (5) years.
