By virtue of the authority conferred by Chapter 7, Title 48 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, a road lighting district be and the same is hereby created within the Parish of Ouachita, State of Louisiana, which road lighting district shall comprise and embrace all of that territory within the Milhaven Estates Subdivision, Unit Nos. 1, 2, 2A, 3, 4, 4A, 5, 6, 7, 8, 9, and 10 as presently constituted.
