§ 20-171. Created; boundaries.

Under and by virtue of the authority conferred by Chapter 8 of Title 33 of the Louisiana Revised Statutes of 1950, a waterworks district be and the same is hereby created within the Parish of Ouachita, State of Louisiana, which waterworks district shall comprise and embrace all that territory within the following described boundaries, to wit:

Beginning at the intersection of the center line of Harmon-Johnson Road with the east line of Section 9, Township 16, North, Range 4 East, run thence north along the east line of Sections 9 and 4, Township 16 North, Range 4 East and along the east line of Sections 33, 28, 21, and 16, Township 17 North, Range 4 East to the southeast corner of the northeast ¼ of the northeast ¼ of said Section 16. Thence east along the south line of the northwest ¼ of the northwest ¼ of Section 15, Township 17 North, Range 4 East to the southeast corner of said quarter-quarter section. Thence north along the east line of said quarter-quarter section and along the east line of the west ½ of the southwest ¼ of Section 10, Township 17 North, Range 4 East to the northeast corner of the northwest ¼ of the southwest ¼ of said Section 10. Thence east along the center of said Section 10 to the southeast corner of the northeast ¼ of said Section 10. Thence north along the east line of said Section 10 to the northeast corner of said Section 10. Thence east along the south line of Sections 1 and 2, Township 17 North, Range 4 East and along the south line of Sections 6 and 5, Township 17 North, Range 5 East to the southeast corner of said Section 5.

Thence north along the east line of Section 5, Township 17, North, Range 5 East and along the east line of Sections 32 and 29, Township 18 North, Range 5 East to the intersection of U.S. Highway 80. Thence northerly along the centerline of Stubbs-Visson Road to the center line of Louisiana Highway 139 (Monroe-Bastrop Highway). Thence northeasterly along the center line of Louisiana Highway 139 to the north line of Section 33, Township 19 North, Range 5 East.

Thence west along the north line of Sections 33, 32, and 31, Township 19 North, Range 5 East, and along the north line of Section 36, Township 19 North, Range 4 East to the northwest corner of said Section 36. Thence north along the east line of Section 26, Township 19 North, Range 4 East to the northeast corner of said Section 26. Thence west along the north line of Sections 26 and 27, Township 19 North, Range 4 East, to the center line of Bayou DeSiard.

Thence northerly along the center line of meandrous Bayou DeSiard to the intersection of the Ouachita Parish line, the same being the center line of Lake Bartholomew. Thence southwesterly, northwesterly, and westerly along the Ouachita Parish line to its intersection with the center line of the Ouachita River. Thence southerly and westerly along the center line of the meandering Ouachita River to the intersection of the center line of Bayou D'Arbonne. Thence in an approximate northwesterly direction along the center line of meandering Bayou D'Arbonne to the intersection with the north line of Section 4, Township 18 North, Range 3 East. Thence west along the north line of Sections 4, 5 and 6, Township 18 North, Range 3 East to the northwest corner of Section 6, Township 18 North, Range 3 East.

Thence south along the west line of Section 6 to the southwest corner of this same section in Township 18 North, Range 3 East. Thence west along the north line of Section 12 to the northwest corner of this same Section 12 in Township 18 North, Range 2 East. Thence south along the west line of Sections 12, 13, 24, 25, and 36, Township 18 North, Range 2 East, and along the west line of section 1 to the southwest corner of this same section in Township 17 North, Range 2 East. Thence east along the south line of Section 1 to the southeast corner of this same section in Township 17 North, Range 2 East.

Thence south along the west line of Sections 54 and 18, Township 17 North, Range 3 East, to the intersection with the center line of John Wiltz Road in Section 18, Township 17 North, Range 3 East. Thence southeasterly along the center line of John Wiltz Road to the center line of Louisiana Highway Number 3033 (Cheniere Dam Road).

Thence northeasterly along the centerline of Louisiana Highway Number 3033 to the intersection with the center line of Cheniere Creek. Thence southeasterly along the center line of meandering Cheniere Creek to the center line of the Ouachita River. Thence southerly along the center line of the meandering Ouachita River to the intersection of a projection of the centerline of McHenry Gin Road which runs along the south line of the north half of Section 1, Township 16 North, Range 3 East.

Thence east along a projection of the center line and along the center line of McHenry Gin Road to the southeast corner of the northeast ¼ of Section 1, Township 16 North, Range 3 East. Thence south along the west line of Section 6, Township 16 North, Range 4 East, to the southwest corner of this same section. Thence east along the south line of Sections 6, 5, and 4, Township 16 North, Range 4 East, to the center line of Harmon-Johnson Road. Thence southeasterly along the center line of Harmon-Johnson Road to the east line of Section 9, Township 16 North, Range 4 East, which is the point of beginning but excluding from this area all that property within the existing boundaries of the cities of Monroe and West Monroe and the certain property located within the boundaries of the proposed Northeast Louisiana Water District, all as shown on a map dated February 3, 1979, prepared by S.E. Huey Co., Consulting Engineers, of Monroe, Louisiana, entitled "Proposed Water District, Ouachita Parish, Louisiana", on file with the secretary of the Ouachita Parish Police Jury.

Further, all that property within the existing boundaries of the Tanglewood-Pine Bayou Waterworks District (see section 20-202, et seq.) as per Ordinance No. 8086 adopted by the Ouachita Parish Police Jury on October 5, 1987, be and shall hereby be excluded from that area encompassed by the boundaries of the Greater Ouachita Waterworks District.
