§ 21-21. Statement of purpose.

It is the purpose of this article to establish regulations governing the alteration of natural or existing storm drainage facilities and to establish a standard and uniform basis for the design and construction of public storm drainage facilities and improvements within Ouachita Parish, Louisiana, in order to:

(1)

Promote the public health, safety and general welfare;

(2)

Promote the orderly development of public storm drainage facilities within Ouachita Parish;

(3)

Reduce the hazards and damages of flooding within the various drainage areas of Ouachita Parish;

(4)

Reduce the expenditure of public funds necessary to maintain and improve inadequate storm drainage facilities; and

(5)

Provide for adequate drainage servitudes and rights-of-way for maintenance purposes.
