§ 3-30. Range rider to enforce stock law.

  • (a)

    The range rider of the Parish of Ouachita shall be charged with the enforcement of sections 3-12 and 3-18 through 3-24 of the police jury as herein set forth.

    (b)

    The range rider of the Parish of Ouachita shall, when called, patrol the highways, thoroughfares and streets of the Parish of Ouachita for the purpose of detecting and taking up lost or stray horses, sheep, cattle and other livestock, excluding fowl, and the same may be picked up by him in accordance with the provisions of sections 3-12 and 3-18 through 3-24 and ordinances amending the same.

    (c)

    The range rider of the Parish of Ouachita shall not enter upon any private property, pasture, or enclosure for the purpose of taking up and impounding stray horses, mules, cattle or other animals which are subject to the provisions of sections 3-12, and 3-18 through 3-24. The range rider shall confine his duties to picking up stray animals as defined in sections 3-12 and 3-18 through 3-24, to the public highways of the parish and to public property; the range rider of Ouachita Parish shall have the authority and duty, however, to enter upon private property, pasture, or enclosure for the purpose of taking and impounding stray animals as defined by this chapter when said animals have entered upon private property, pasture or enclosures while being pursued upon public highways and public property by the Ouachita Parish Range Rider as a part of his duty in picking up stray animals.

    (d)

    The range rider of the Parish of Ouachita shall have the authority to collect a fee of up to twenty-five dollars ($25.00) per head for pick up fee of cattle or horses and ten dollars ($10.00) per head for pick up of hogs, or other small stock, when the owner of said animals has been notified by the range rider of the Parish of Ouachita.

    (e)

    In the event of extreme emergency, and where as a result thereof cattle, horses, sheep, hogs or goats are found running, roaming and at large on the highways of the parish, in sufficient quantities and under such conditions the range rider is unable to take up or corral the same without assistance, that he be and he is hereby authorized to employ sufficient personnel, skilled in the handling of such animals to assist him in securing control of the situation and such persons shall be paid a reasonable compensation for their services by the police jury of the Parish of Ouachita.
