§ 4-3. Membership and voting.
There shall be three (3) members of the Ouachita Parish Civil Defense Council, who shall be the President of the Police Jury of the Parish of Ouachita, the Mayor of the City of Monroe, and the Mayor of the City of West Monroe. The President of the Police Jury of the Parish of Ouachita may, from time to time, appoint in his stead another member of the Ouachita Parish Police Jury to serve as member or alternate. The Mayor of the City of Monroe may, from time to time, appoint in his stead a member of the Monroe City Council to serve as member or alternate. The Mayor of the City of West Monroe may, from time to time, appoint in his stead an alderman of the City of West Monroe to serve as member or alternate. Such appointments may be ongoing or temporary, to establish an alternate or a substitute in the event of the unavailability, inability or incapacity of a member, or otherwise as may be determined by the appointing member as necessary, appropriate or desirable. Each member shall have one vote. Any substitute, alternate, pro tem or other member shall have no vote except in the absence of the regular member.
