§ 5-5. Same—Prosecutions under ordinances.
(a)
In all cases prosecuted under ordinances of the Parish of Ouachita or ordinances of the City of Monroe and the City of West Monroe in any city court or district court situated in the Parish of Ouachita, there shall be taxed as costs against every defendant in cases so prosecuted and convicted, after trial or after a plea of guilty, the sum of three dollars ($3.00) in addition to all other fines, costs and forfeitures lawfully imposed, save and except in cases of operating a vehicle while intoxicated (DWI) and cases involving controlled dangerous drugs in which the sum shall be ten dollars ($10.00) and provided further that no such sum at all shall be charged the offenses known as operating a vehicle with an expired inspection sticker, operating a vehicle with an expired driver's license, operating a motor vehicle without a driver's license upon one's person and all other offenses involving nonmoving traffic violations, the said sums to be collected by the authority or official normally collecting fines of the court imposing the penalty;

The sums so collected as herein recommended be remitted to the Northwest Louisiana Criminalistics Laboratory Commission, Shreveport, Caddo Parish, Louisiana or its designated fiscal agent, by the collecting authority on the first of each month following the collection thereof.
