§ 7-13. Louisiana Intrastate Gas Corp.
(1)
There is hereby granted to Louisiana Intrastate Gas Corporation, its successors and assigns (herein called "grantee"), a franchise consenting to and authorizing grantee's use of such of the public roads, streets, alleys, highways, thoroughfares and public areas in this parish as are not located within the limits of any incorporated municipality, but including the streets, alleys and public grounds of unincorporated towns and villages, for the purpose of installing, maintaining, operating, extending, renewing, repairing and removing gas mains, gas pipes and other equipment and appurtenances employed to furnish gas service to individuals and the public, for a term of fifty (50) years from this date.

This franchise shall never be construed as exclusive or as conferring rights or privileges within the present boundaries of presently existing incorporated municipalities and the rights herein conferred shall not be exercised in, over or upon thoroughfares or rights-of-way now officially included within the state highway system without the consent of the proper state authorities.
(3)
All such gas mains, pipes, equipment and appurtenances shall be installed so as to interfere as little as possible with traffic, and all openings in any public thoroughfare shall be closed and the thoroughfare restored promptly to its former condition of usefulness.
(4)
Grantee shall reimburse the parish for all damage sustained by it by reason of this franchise, and if grantee shall fail to complete any restoration work promptly or in a workmanlike manner, this parish and its officers shall have the right to do such work at grantee's expense, and grantee shall reimburse the parish forthwith for all reasonable costs so incurred.
