§ 7-57. Division of forestry.
(1)
There is hereby granted to the division of forestry, its successors or assigns a permit or franchise, in, over, along, or under the streets, alleys and highways of the Parish of Ouachita, for the construction, maintenance and operation of telephone lines, including all appurtenances in connection therewith.
(2)
In the exercise of the franchise in, over, along any state highway within the limits of said parish, the grantee shall first secure the written consent of the state highway engineer and the Ouachita Parish police jury and any work done on said highway shall be in accordance with the laws relating thereto, and the regulations of the state highway engineer and state highway department.
(3)
All phone lines or appurtenances laid hereunder, in, over, along, or under the streets and alleys, not a part of the state highway system, shall be in accordance with the specifications, shall be laid under the same specifications prescribed for the state highways, and such phone lines and appurtenances shall be so built or constructed as not to obstruct any highway, road, street or alley after completion, and during construction the grantee shall conduct its operations so as to interfere as little as reasonably possible with the normal use of said highway, road, street or alley during construction.
(4)
The grantee hereunder, the division of forestry, its successors or assigns, shall promptly repair all damages caused to the public roads, streets or alleys of the parish by its operations hereunder, and in case of failure of grantee to promptly make such repairs, the parish highway department shall be and is hereby authorized to make such repairs at the expense of the grantee and to bill the grantee therefor as well as for any other damages, personal or property, or responsibilities, caused by grantee.
(5)
The grantee shall have the right to assign its rights under this franchise, subject to the approval of the Ouachita Parish police jury, but the assignee shall be subject to the obligations herein imposed on the grantee.

The franchise herein is granted for a period of twenty-five years from date hereof, and same shall not be exclusive.
