§ 8-42. Definitions.
For the purpose of this chapter the following terms, phrases and words shall have the meaning as set forth:
Authorized private receptacle is a litter storage and collection receptacle.
Garbage is putrescible animal and vegetable waste resulting from the handling, preparation, cooking and consumption of food.
Litter is garbage, refuse or rubbish as defined herein and all other waste material which if thrown or deposited as herein prohibited, tends to create a danger to public health, safety and welfare.
Public property shall include any public road, public drainage facilities, including natural drainage facilities, parks, recreational areas, the courthouse square and other public properties in Ouachita Parish.
Private property is any dwelling, house, building or other structure designed for use wholly or partly for private residential purposes or any commercial establishment, building or structure whether inhabited or temporarily or continuously uninhabited or vacant. It shall include any yard, grounds, walks, driveways, porches, steps, vestibules or mailboxes belonging or appurtenant to such dwelling, house, building, commercial establishment or other structure.
Refuse is all putrescible and nonputrescible solid waste including garbage, rubbish, ashes, street cleanings, dead animals and solid waste.
Rubbish is nonputrescible solid waste consisting of both combustible and noncombustible waste such as paper wrappings, cigarettes, cardboard, tin cans, yard clippings, leaves, wood, glass, bedding material, and other similar items.
