§ 1-96. Training.

  • (a)

    Evaluation. The personnel officer shall periodically examine current and proposed training programs to insure their relevance to both the present and projected staff needs of the parish and the identified training needs of the employees. The personnel officer shall also consider employee achievement.

    (b)

    On-the-job training (OJT). On-the-job training prepares an employee for performance of tasks for which he is accountable. The purpose of on-the-job training is to show the employee the duties to be performed, the correct procedures for accomplishing those duties, and the level of achievement expected. Conducting such training is the responsibility of supervisors, and cannot be delegated.

    (c)

    Needs inventory. Supervisors shall maintain an inventory of the current skills and abilities of employees in order to identify persons to be trained and promoted.

    (d)

    Training for advancement. Supervisors shall counsel lower level employees in planning career development toward promotion. Specific training programs, prerequisite to certain promotions, may be prescribed and monitored by the supervisor with the approval of the personnel officer.

    (e)

    Training expenses.

    (1)

    Conference/workshops: When the budget allows, the parish governing authority may pay all expenses of employees attending job-related training courses, and shall encourage such attendance.

    (2)

    Reimbursement policy for education courses completed by parish employees:

    a.

    Course must pertain to employee's present position (as determined and approved by department and personnel officer; same to be submitted to the police jury for approval prior to registration).

    b.

    Course must be scheduled after work hours.

    c.

    Receipt for registration, books, materials and a record indicating a "C" average or above, must be submitted at the completion of the course.

    d.

    Reimbursement will be made at completion of course.
