In accordance with the provisions of Article 14, Section 14, Subsections (c-1), (c-2) and (c-3) of the Constitution of the
State of Louisiana, the hereinabove road lighting district shall be financed by an ad valorem tax on the taxable property
set forth therein, all without cost to the Police Jury of Ouachita Parish; provided, however that any tax levied for this
purpose shall not exceed three (3) mills in any one year.
