§ 21-118. Standards for areas of shallow flooding (AO zones).
Located within the area of special flood hazard are areas subject to shallow flooding designated as AO zones. These areas have special flood hazards associated with base flood depths of between one (1) to three (3) feet where a clearly defined channel does not exist and where the path of flooding is unpredictable and indeterminate and where velocity flow may be evident; therefore, the following additional provisions apply:

All nonresidential construction and substantial improvements shall have the lowest floor, including basement, elevated to an elevation one (1) foot or more above the highest adjacent grade or equal to or above the depth number specified on the community's flood insurance rate map (at least two (2) feet if no depth number is specified); or, together with attendant utility and sanitary facilities be flood proofed so that below the elevation established above the structure is watertight with all walls substantially impermeable to the passage of water and with structural components having
the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy. All residential structures and substantial improvements shall have the lowest floor, including basement, elevated to an elevation one (1) foot or above the highest adjacent grade or equal to or above the depth number specified on the community's flood insurance rate map (at least two (2) feet if no depth number is specified).

A registered professional engineer, architect, or land surveyor shall submit a certification to the program administrator after completion of the lowest floor construction that the proposed lowest floor elevation submitted during application for a development permit and the requirements of this section 21-118 have been satisfied.
