§ 5-4. Additional costs to finance participation in Northwest Louisiana Criminalistics Laboratory—Prosecutions under state criminal statutes.

    In all cases prosecuted under state criminal statutes in any city court, parish court and district court sitting in the parish, there shall be assessed and taxed as costs against every defendant prosecuted under state criminal statutes who is convicted after trial, or after a plea of guilty, or forfeits his bond, the sum of three dollars ($3.00), in addition to all other fines and costs or forfeitures lawfully imposed, except that in cases involving operating a motor vehicle while intoxicated (DWI) and cases involving violation of statutes regulating controlled dangerous drugs, the sum shall be ten dollars ($10.00), and provided further that no such sum at all shall be charged or assessed against defendants convicted for the offenses known as operating a vehicle with an expired driver's license, operating a vehicle without a driver's license on one's person and all other offenses involving nonmoving traffic violations.

    (2)

    The sums authorized by and to be collected pursuant to the authority of this ordinance shall be collected and received by the officer normally collecting fines and forfeitures for the courts imposing such penalty.

    (3)

    The sum so collected as provided herein shall be remitted to the Northwest Louisiana Criminalistics Laboratory Commission, Shreveport, Caddo Parish, Louisiana or its designated fiscal agent by the collecting authority on the first of each month following the collection thereof.
