§ 8-29. Collection and disposal regulations.

  • (a)

    All solid waste accumulated in Ouachita Parish shall be collected, conveyed, and disposed of by franchise permit agents, except:

    (1)

    This article shall not prohibit the actual producers of solid waste from personally collecting, conveying, and disposing of such waste provided such producers comply with the provisions of this article and with any other applicable laws or ordinances.

    (2)

    This article shall not prohibit the collection, by contractors actually engaged in the business of recycling or secondary recovery of nonputrescible solid waste materials for use in bona fide recycling or secondary recovery operations.

    (b)

    Collection of solid waste by franchise agents shall be under the supervision of the Ouachita Parish Police Jury, which shall have authority to make regulations concerning the days of collection, type and location of waste containers and such other matters pertaining to the collection, conveying and disposal as it shall find necessary, provided that such regulations are not contrary to the provisions hereof.

    (c)

    Refuse containers shall be provided by the owner or occupants of the premises or by a franchise agent.

    (d)

    No person shall place refuse in any street, road, alley, or other public place or upon any private property, whether owned by such person or not, within the jurisdiction of this article unless it be in proper containers for collection, or with the approval of the Ouachita Parish Police Jury. No person shall throw or deposit refuse in any stream or other body of water.
